Metro has a plan for improving Angelenos’ quality of life by creating more opportunities to live and work near transit. It includes partnering with developers and community stakeholders to build housing on Metro land. Metro is committed to growing its housing portfolio to 10,000 homes by 2031—5,000 of which will be income-restricted.

Developer Bench Request for Qualifications (RFQ)
In August 2023, Metro released a Request for Qualifications (RFQ) to establish a bench of qualified developers to partner with Metro on 20 new development opportunities (“10K Sites”). The RFQ will help identify qualified developers with a track record of successful development projects and a deep understanding of planning, designing, financing, and community needs. Selected qualified developers will then be given the opportunity to respond to site-specific Requests for Proposals for each of the 10K Sites.
On September 18, 2023, Metro held a virtual pre-submittal conference to provide an overview of the Bench RFQ schedule and requirements, 10K Sites, and requirements to comply with Metro’s Code of Conduct and Ethics. A recording of the conference and the presentation are available here.
The RFQ application period has now closed. Metro is currently reviewing submitted applications. Notice of Intent to Award letters will be issued to all applicants stating staff’s intended Board of Directors recommendations by March 2024.
