Vehicle Miles Traveled Mitigation Program
Overview
As part of our plan to make it easier to get around, Metro is developing a framework to reduce VMT impacts from highway projects and expand mobility options throughout the county. Senate Bill (SB) 743 requires projects to mitigate/reduce vehicle trip lengths to meet the state’s emissions reduction goals.
Status
The VMT Mitigation program was adopted by the Metro Board in April 2024. The program will feature a mitigation bank to mitigate induced travel for capacity-increasing Metro projects on the State Highway System. The bank will provide a streamlined way to mitigate travel impacts through the development and sale of mitigation credits to fund Metro programs that can offset increases in VMT.
